OK, syncing is ON. I'll assume that you're using BookMacster. If you want BookMacster to keep your Safari bookmarks sorted, and/or synced with other browsers, after swithching on Syncing you should Quit BookMacster until the next time that you want to do bookmarks housecleaning.

BM asks me to Import; why ask? why not import?
Because, with BookMacster running, you may have made changes to your bookmarks which would be overwritten if bookmarks were imported from Safari.

No, that's not what it says. It says:
A signal from Safari has just indicated that there may be bookmarks changes to import.
Usually, these signals are extraneous noise from the cloud. However, if you have recently changed bookmarks in Safari on this Mac or another device, you may wish to ensure they are not lost by clicking in the menu: File > Import from only > Safari.engravosaurus wrote on Dec 4

Reading those instructions, if you wanted that new bookmark, you should have manually imported, that is, click in the menu: File > Import.

What used to happen is that, instead of showing the message I quoted above, it would show a different message which also gave you the option to
Perform Now. That option has been removed because it was too complicated and thus buggy. There were too many things that could go wrong, especially when people clicked one thing and then changed their mind. The solution is,
if you want BookMacster to sync or sort, do NOT leave it running. QUIT it, and leave it quit until the next time that you want to do bookmarks housecleaning. This is emphasized at the end of that message which you saw, the beginning of which I quoted above:
Tip: When BookMacster is quit, its Agents will sync silently. In the future, to avoid interruptions, before starting work in BookMacster, click the 'Syncing' button in the toolbar to *pause* syncing.Syncing and Editing the same data at the same time results in data loss. Version 1 gave you the option to do that, although it was annoying. Version 2 is more adamant in trying to train you to
not do that. If you want to edit, switch syncing off. When you're done and want to enable syncing, quit BookMacster so that you can't edit.
If you want to test BookMacster syncing, before adding a bookmark in Safari,
quit BookMacster first. And depending on your setting in Preferences > Syncing, you may need to wait 5-6 minutes. Let us know if that does not work.
