If you want to have all of the folders in a Bookmarkshelf sorted that way, you can specify that in the Settings ▸ Sorting of a Bookmarkshelf.  It's explained the bottom of this Help Book page…

If you want only some folders sorted that way, you'd have to set them to be unsorted and sort these special folders manually.  (See previous section on the same Help Book page.)

If you really want a per-folder [i]folders above bookmarks[/i] preference, reply and let us know.  I'll enter it as a request, but it would be the first one for this feature, and to be honest, not very likely to happen.
