No, it does not, GA.  From reading the Opera Software development blogs, I get the impression that they're not 100% sure that the future Opera will evenhave bookmarks.  They have a thing called a Stash which is kind of like a mini bookmarks collection.  I think that Opera probably will have bookmarks, but for some reason they're going to be added last.  In the latest version that I have, Opera 19.0, which is probably later than what you have because I'm on the Opera Developer track, I noticed that a Bookmarks Bar suddenly appeared.  But it looks like there is no way to edit the bar and we haven't studied it yet, and still no Bookmarks menu.

But I find it difficult to get motivated to study a changing situation.  If you think I'm missing something, feel free to add more input to this topic, if not now, then as Opera develops.
