Yes, but if you have activated Syncing before quitting Smarky the previous day (green Syncing indication in the toolbar) there will be nothing to do because your bookmarks will already be sorted.  When syncing is active, Smarky's agents are still watching for bookmarks changes even when Smarky is not running.

If you want to do it manually instead

• Click the Syncing button in the toolbar, to Pause syncing.
• Quit Smarky.  You will be prompted to switch syncing back on.  Click Close and Quit instead.

Then, every day,

• Launch Smarky.  A warning will appear reminding you to switch syncing back on.  Ignore it.
• Click in the menu: File > Import.
• Click in the menu: Bookmarks > Sort All.
• Click in the menu: File > Export.
• Click the Syncing button in the toolbar, to Pause syncing.
• Quit Smarky.  You will be prompted to switch syncing back on.  Click Close and Quit instead.

It's alot of clicking because that is not the way Smarky is designed to work.  Smarky is designed to sort automatically, in the background, while it is quit.  There is no known use case for leaving Smarky running all of the time.

Apple's iCloud system will sync it to your other two devices.  Smarky does not become involved until the bookmark reaches your MacBook Air, and it is running, and you are logged in.  So le'ts say you have your iPad and iPhone with you but your MacBook Air is in a drawer, shut down.  You add a bookmark on the iPhone.  Due to iCloud, it will show up quickly in your iPad, but it will not be sorted until a few minutes after your start your MacBook Air and log in to it.  That could be days later if you are on vacation or something.  (Again, note that, with syncing active, Smarky does not need to be running.

Eventually, yes.  But, of course, on the MacBook Air, Smarky will step in and do the sorting within a few minutes.
